Overview

The Department of Higher Education, Government of Manipur is headed by Hon’ble Minister of Education, Manipur. The Administrative Secretary of Higher Education and his subordinates work under the Minister.

The Directorate of University & Higher Education (DUHE), Manipur is headed by a Director (IAS Cadre) assisted by subordinate officers & staff. The daks and files are dealt via e- office since October, 2021. Therefore, workflow is purely electronically generated and transmitted which follows the path as shown in the organisation chart of the Department.

Genesis
The need for access to quality higher education in Manipur began to be felt in the early 1930s. The Manipur State Durbar felt the pressing need for establishment of institutions of Higher Education in Manipur and
concerted efforts were made by the Durbar in this direction. The first college in Manipur namely, the Dhanamanjuri College (D.M. College) was established in 1946.

The Department of Education was created on 20 th January, 1950. Later, Government of Manipur felt the need to bifurcate schools and colleges as Education (S) and Education (U) with a concern for control and management of the two entities i.e. schools and colleges with an overall aim to boost up the performance of the Education Department. As such, Education (U) and Education (S) were segregated on 7th July, 1979.

As present, there are 34 Government Colleges and 17 Government Aided Colleges under Department of Higher Education, Government of Manipur.

To realise the resource potential of human to its fullest in the Higher Education Sector with equity and inclusion.

Mission
1. Strengthening the existing Government Colleges to achieve the rational objectives of the national policy on education, 2020.
2. To implement policies/ programmes and initiative taken up by the Central Government as well as State Government from time to time in the interest of students and colleges.
3. To undertake all necessary measures to promote quality higher education in various facets in the State of Manipur with the overall intent of student of the State.
4. To provide equal and inclusive opportunities towards quality education to the various sections of the society.

Objective
The ultimate objective of the department of Higher Education is to facilitate the young and dynamic students to pursue graduate/ postgraduate degrees thereby preparing them to face global challenges in education sector as well as imparting quality education for building a bright future.

Function & Duties:
1) Enhancement of Gross Enrolment Ratio by expanding access through all modes.
2) To improve quality and to promote academic reforms in line with the guidelines of the Government from time to time.
3) Use of technology in Higher Education as much as possible.
4) Development of Vocational Education and Skill Development in the college of Manipur.
5) Improvement of the existing institutions.
6) Overall development of the basic infrastructure of Higher Education both in terms of academic and non- academic modules.
